I wouldn't really expect anything w/r/t need-based aid. What you get in the email and subsequent negotiations is what you'll get. The rest of the application stuff is really just for loans (w/ the only somewhat need-based thing being Perkins loans).

Got a scholarship worth a substantial amount.. which was pretty shocking as I have no reportable GPA.
Sadly the amount's not enough to sway me away from other schools that provide needs-based aid + institutional loans though I feel sad, as Chicago definitely was one of my top choices had it not been for financial constraints

Yeah I can definitely relate, that institutional loan is a very big plus for international students. Wow, great news for anon. IIRC non-Ruby scholarships come out in waves too, right? Does anyone know roughly how long it might take before the next batch is released?

Hmm is it possible to negotiate when there are no other merit-based scholarship offers on hand!? I have no leverage as Chicago was the only one kind enough to offer me a scholarship (until now)
If not, I will withdraw so the scholarship money isn't held up under my name for too long; it should go to a better cause (i.e. to people ITT)
