Is it too late to submit CA Moral Character application in August for the Feb bar?
In addition, can I change the destination of the application from the CA state to another state after submitting the CA application or should I have to go through all the process & fees all over again? I took a semester off and dunno where I end up practicing yet..

You don't have to submit CA moral character application before taking the bar. I took Feb. 2016 bar (and will repeat in July 2016); however, I haven't submitted my character application yet. Regarding your second question, each state has separate application requirements and are not transferable. I wouldn't submit an application until you're sure. CA requires registration and applying for the bar. So, the fees add up.
