Wait, so you're trying to figure out whether to pay it or not?
Rather than taking a 50 state survey of bar admissions, why not just look up the C&F questions from the state(s) you intend to practice in.
Texas is:
Just go with your instincts and pay the ticket. There are literally no state bars that will give a crap about a minor speeding ticket. There may be some that care about failure to appear, even in a foreign country (no matter how slim the chances that they would ever find out).
