conclusions of law versus thereby ordered re:incompetency

I cannot get through to clerk of court regarding incompetency order in eastern nc. in conclusions of law states that a limited guardian of the estate and limited guardian of the person is appropriate in the care of said ward. But in the thereby ordered the word limited is omitted from guardian of the estate but limited guardian of the person is stated. The clerk of court's answer is that no such thing as a limited guardian of the estate. This file was transferred from pender to new hanover county so pender county will not answer questions now. . Wouldn't the ordered concur the findings and conclussions?
