If it has an outline for a class that you're taking, it's valuable. If not, it's not. I'm not much of a notetaker so I rely almost exclusively on preexisting outlines (when they are available) and did alright last year. But I will admit that some of the preexisting outlines are horrifyingly bad. They're basically equivalent. Outline banks tend to be most useful for BLL classes, and for many of those courses the prof has taught basically the same materials for many years (see, eg, the Corps profs). Soapbox moment: all this discussion of whose outlines are best is incredibly dumb and could be avoided if more people upload their stuff to HLSdope. equal access to information should satisfy both conservatives who like symmetrical information flows and liberals who like equal opportunity, right?
I joined both last year. Between the two, I would say I used ACS substantially more, but that was only because ACS used to give you access to their entire bank (they no longer do) and HLS Dope wasn't a thing yet. I ended up pulling heavily from other professors for two of my classes (which is not something I would typically recommend, but there were some weird circumstances in play). For the two classes where I could just use a straight pre-existing outline, I liked FedSoc ones better. Serious question: Why are people so stingy with outlines they make or have access to? The only way it could matter is if they get an H because of it and you don't get an H because that one extra H pushed you into a P. And that's never going to happen. In the spring, I primarily just used outlines from HLS Dope, got the same exam grades.
If you want to join one, I would just go with your political preference. I don't regret joining both, but with HLS Dope now in play, I don't think it's necessary (it probably never was, but especially not now).
Bluebook quizzes and open memo are probably worth more combined, so it's technically possible, but you'd obviously need to change what you're doing on your open memo to get an H on it. So much blind leading the blind on this topic. Multiple professors don't give any Hs on the closed memo. Multiple professors don't do a "P+" or whatever. I would also be moderately surprised if most professors actually gave a crap about BB quizzes. Open memo is what matters.
