Where are you clerking now & where is the second clerkship?
Generally, if you want to work in the second city you can ask your judge for advice about this kind of thing. You should go to any professional events s/he recommends. If you get the chance to contact or work with lawyers on behalf of your judge, take it very seriously and be professional and polite. If you do this kind of thing you will get to know the bankruptcy bar in that area. Bankruptcy is typically a pretty small world; networking is not super hard. The biggest issue is that some judges are picky about how their clerks deal with networking / the job search.
For example, my judge asks us to only apply through the formal process at each firm. We are not allowed to give out resumes to individual attorneys, ask people to coffee to "talk about our job search," or otherwise try to get interviews from ad hoc networking. Obviously, we meet people and those people might look at our resumes. But we are not allowed to "network" our way into an interview. My understanding is that this is a common restriction that bankruptcy judges place on their clerks. YMMV.
