Applying for clerkships from schools that enforce the plan

Seems like a lot of T14 schools are prohibiting their professors from writing recs for current 2Ls before June 17, 2019 (under the plan). For 2Ls in these schools who are looking at circuits with judges that are ignoring the plan - how are you approaching this conundrum? I see three options:

1. Wait until June 17 and follow the plan.
2. Apply anyway and include an addendum explaining that recs have not been included due to school policy re: the plan. (does this ever work?)
3. Be a gunner and try to track down professors who might be willing to sidestep school policy. (seems too shady/gunnery)

Thoughts/advice?
