How should I address my peculiar LoR / references situation?

An academic LoR will be included in my initial application file; one professional LoR will be sent by the former employer; and another former employer has agreed to serve as a *reference*.

How should I spell that out on my cover letter / other sheet?

Start by finding a third recommendation (the norm is 3). Then, you can say 1 letter of rec is enclosed and the other 2 are forthcoming.

Yeah, references who don't write letters of recommendation aren't necessary at this stage unless separate references are specifically requested. Many judges don't ever request them; they just call your letter writers instead.

Because I had my list of non-recommending references already prepared and because my LOR's generally arrived later than my apps, I included a Recommenders / References document with my applications that looked something like this:

Recommenders

The end of each of my cover letters had a blurb about the application, so you could do it there: "I have enclosed a resume, transcript, writing sample, and a letter of recommendation from Prof. A; a letter from Employer will be sent under separate cover. Please let me know if there is further information I may provide. I look forward to speaking with you about this position" etc etc.

I agree that there are going to be judges that expect three letters, though.
