It's fine even if the professor is not tenure-track at any law school.

For what it's worth, I found that the strongest recommendations often came from lecturers and clinical faculty who knew the applicant well and who took the time to write detailed, personalized letters. The least helpful recs were from prestigious professors who seemed to barely know the applicant.

Your goal should be to get LORs from the professors that know you best and can speak about your abilities beyond your resume and some generic pleasantries, regardless of their status.
