I have a slightly-below median friend at a T14 who has a clerkship with a D.C. superior court judge.

I have a friend who was bottom 25% from a TT clerking there. (He did well 1L at a TTT and transferred, FWIW.) I think they tend to hire almost exclusively from local schools.
