My impression is that he only hires students who are otherwise in the running for feeder appellate clerkships. Of the three Thapar clerks I have known, all have gone on to feeder COA judges the following year.

I'm not sure how this one guy, sitting in Kentucky, got to the position where he could afford to be so competitive, and at such a young age. I've wondered the same thing myself. I think he must be close with many of the other young Bush appointees his age (e.g. Kethledge, Sutton) and is able to set his clerks up with those judges. I also think he must be very well-respected by other judges. Also, FYI: he was appointed to be the U.S. Attorney (not AUSA) for E.D. Ky. in his mid-30s. That's pretty insane.

Some or all of these factors are necessary, based on what I've seen.

Confirmation today that Rogers (Lexington) will be interviewing all applicants, including alums, after June 28.

I got an email from Judge Siler's chambers a few months back saying that he would not be interviewing until late July or early August.
