Help! LR Topic

Hey TLS,

I'm looking for an interesting topic for my law review note. My criteria are that it should be something highly interesting, unresolved, with the potential for a large impact on the future of the law. Some ideas that people have floated are Bitcoin and NFC technology, but Bitcoin has a lot written on it already, and NFC is more of a privacy issue than a legal one. I want to write about something that has not been heavily discussed, but has the potential to be huge in future years.

[ETA: I'm not commenting on the politics of it or the likelihood -- or not -- of passage. Just that you could address the legality of such a statute if it were enacted.]
