alright journal nerds,

i have a doc from the WTO General Counsel (an implementation of a declaration on an agreement), and need to know how to cite it. BB rule 21.8.4 seems to be the general rule, but there's nothing regarding an implementation or a doc created by the General Counsel. if anyone has ideas i'd be forever grateful. thanks.
