Struggling with Administrative Law

I have no idea if I am just not intelligent enough to do well or if some classes are just very difficult. I am having a very hard time grasping parts of administrative law. It seems like a very complicated subject with procedures for rulemaking and adjudication. I don't understand how everything connects and I am afraid I just have to get a minimum passing letter grade and move on. Can anyone offer advice as to how to at least outline or view the course?
