Can a public employer assert QI against his employee?

QI = Qualified Immunity
I understand a public employee can use QI when a citizen tries to bring forth a 42 U.S.C. ยง 1983 claim.
But if it is the employee himself who wants to sue his employer, can the employer assert QI?
