Bluebook Question
A source is not considered "published" merely by being posted on the internet, right? So if you find, say, a report online that doesn't appear to have been published in print form, you would cite it according to Rule 17, as opposed to Rule 15?

Correct. Published means publication, not just made available. There's a rule for internet source that preserves original pagination (i.e., a PDF). Use dat.
