Well, yeah. I suppose for the policy concerns that works. I think, at least for how ours was graded, you'd have been limited to some pre-written sentences here or there, but certainly not paragraphs (like, say, Civ Pro). We also had a word limit that you could easily hit within the time allowed, which is a format inherently unfriendly to pre-written responses. An argument could be made for pre-writing to get your stuff edited/trimmed down as much as possible, I suppose. I didn't try. Still got the A+
I guess the takeaway is, as usual, different strokes.
