Messaging Function on the Fritz

How do I report this problem? I checked the FAQ, but they don't address this. I can't PM a mod because my PMs don't work. Is there a forum section for this because I didn't see one?
I hope this is the right forum because I can't figure out exactly where to go to report this. Has anyone else had this problem. I tried searching the forums for it, but none of the results I got matched.
