Quick Question about citing the FRCP in text

disclaimer: not for any write-on, I'm revising my writing sample.

If I'm describing a particular rule in text, what's correct?

"The plaintiff satisfies Rule 24"

or

"The plaintiff satisfies FRCP 24"

I'm leaning the first, but i'm not sure
