Policy Arguments

Can someone provide me with a link to a student or attorney brief/memo that has a policy argument in it and direct me to the page of the argument. Or, you could just cut and paste and put in a response. I'm just looking to see what the basic structure is and how to cite.

That's a bit of a vague request. What's the topic? One's policy argument depends hugely on the topic (criminal law, civil procedure, etc.)

I don't really care what the topic is. I'm just looking to get a good idea of how to structure a policy argument and how to incorporate citation.
If you could send me a link or post one, I would appreciate it.
