Find the Z-score for the 90th percentile, which is 1.28. That means 1.28 standard deviations from the mean is the 90th percentile. Using that we simply find the Z-score for 95%, or 1.645. 1.645 standard deviations would be 9th percentile, so that's 1.645 times 0.234375.
