Also, if someone could help me out on a conlaw Q

United Stats v. Curtiss-Wright upheld congressional delegation of power to the president to restrict the sale of arms if it would contribute to peace in Bolivia. I'm a little confused as to whether the opinion upholds the delegation or if the delegation is wholly unnecessary because the President is supreme. I'm 99% sure it stands for the delegation being unnecessary, but I want to check.
