So I am probably going to graduate from a small school with about a 3.1 gpa and am currently testing at the 161 range, i am hoping to bring it up to a 165-167 before my test in June. If you were me, and wanted to work on the east coast, where would you apply? Safety schools and reaches, I have pretty good softs, Im an RA, captain of a bball team, summer police officer, etc. Please let me know, I want to know what schools you would go to with these stats.

Law School Numbers (google "LSN", get lucky) should take care of your question.
