T15-20 to Berkeley?

Would top 20% at a T15-20 stand a chance at Berkeley? Would it be worth 100k of debt?
Not interested in transferring anywhere else. I really like my school and I've really enjoyed my first year, but Berkeley would fit my professional and geographic interests a bit better.
Goal is Federal Government/Presidential Management Fellowship.

I wouldn't give it an absolute NO, but maybe OP you can fill us in with a little more detail.

I dont know what a "presidential management fellowship" is, but to the first question, YES, you would almost certainly get into Berkeley. I know someone with identical numbers who did, and actually ended up getting into Penn as well.
IF fed gov means DC, tho, not sure why you would make the move to California.
