First Question: 4.13 at Tier 3, my chances of columbia/yale/NYU transfer (assuming I can do well spring, again)?
Second: How do transfers fare at OCI at either of these schools?

You won't get into Yale from a t3 even #1. They basically take only t20 and mostly t14.
CLS I'd say maybe in. You would do fine at their OCI if you are also a good interviewer. I heard an anecedote that this year the transfer class at CLS didn't do so great, but historically they do as well, if not better, than the native class.
Why not apply to NYU + MVPB?

From what I've heard anecdotally, transfers do well at Columbia. I know one who ended up at a V5.

doesnt harvard take a few TTT #1s? or do they not go below 100

The 509 had a couple T2s and no TTT. Mostly T20 xfers.

NYU transfer here. Friendly with many transfers and I have not met one yet that didn't get a biglaw SA position that sought one at EIW. This includes TT and TTT transfers. Overall transfers do veryyy well at NYU, so I highly encourage the move. However, NYU does not take many TT or TTT, and most of my friends came from T14 or T20, so any TT or TTT success is largely anecdotal. PM me if you want more info.

YLS transfer here. I don't want to be discouraging, but there were fifteen of us this year, and thirteen came from T14 schools. One person came from a T20, and another came from a T1.
