Worth it to transfer top 20% at TT to U of I, WUSTL, Emory
Want the best job possible and a shot at a clerkship. No news about journal yet. The TT is in a fairly saturated market. My ties are primarily to the Midwest with the exception of grandparents and my sister in the south.
COA - parents are paying 75% because I had full rides throughout college.
Any advice?

Worth it to transfer? Probably, depending on whether the TT is in a market you want to practice in. I'd still be curious about COA whether you're taking on debt or not.
Don't anticipate A3 from any of those schools though.
EDIT: not UoI, assuming you mean Illinois.

Total cost of attendance will be in 30-40k neighborhood.

Not sure how you expect us to give you decent advice with all of that annonymity. TT's aren't made equal. You have ties to the midwest, but where? WUSTL carries further in Missouri then it does in Wisconsin, for example. Where do you want to work, and what type of work?

TT is in Chicago. I have various ties to WI, FL, SC, MI, and major ties to IL.
I would like to do litigation, and I would like to do it at the best firm possible (obviously). If worst comes to worst, I would be able to work at my dads 12-15 associate law firm, so I can take a gamble.
My total debt upon graduating from any of the schools would be in the neighborhood of 30-40k. I have not heard about law review yet, but I will hear before I have to make any decisions regarding schools.

Do you get in state tuition if you go to Illinois? I think the decision comes down to stay vs. UofI or WUSTL, not sure what Emory will be able to do for you.

If you want the clerkship, I think you have to go to WUSTL or Emory.

I'd do an honest assessment of what kind of jobs you can get transferring (20% grades from a TT probably won't get you biglaw from any of those schools, and clerking will be a rough haul - Emory at ~6.7% is the best of those schools for clerking, and transferring will set you way back there), and figure out if it's really worth the increase to COA for your parents.
