Good lord, submit your applications already. You can continually update them on a rolling basis. You're almost late to be starting cycle if the schools don't have them yet.

Is Y even worth the app fee? Top 30, top 1% of class. 2 years non-profit WE prior to law school. Federal District intern this summer. Big state undergrad. No publications, no save the world awards, etc. If my odds are greater than 5% I'd probably apply. Thoughts?

The worst that can happen is you're out some petty cash and they say no. The best is that you go to Yale. ~$100 is a small price to pay in the long-run for a shot at the top. What else were you going to productively do with the money? Get a sweet pedicure?

3.70 at DCGN (approx. top 20%) + 2 years WE + family reasons to be in NYC/Boston. Aiming to transfer to CLS/NYU/H. Chances?
