I assume that in the "Request for Resumes" bidding tab the firms DO NOT require a cover letter or transcript unless they specifically say that they do... I don't know, but if you find out, will you post the response here? I may try to call OCS and find that out as well on my lunch break later.
This has me worried, though (from an OCS reminder email): "You can also click on "Review" next to the employer to review hiring criteria and select your resume and any other documents an employer might request (e.g., transcript or cover letter)." Seems to suggest that if it's on the list, the employer wants it, though it's certainly possible to place a bid without attaching those materials -- just tried it successfully.
