Top student at 50s ranked school transfer to T10

It is not hard to figure out my school. I think it is in poor taste to take the attitude that I want to get to a "better" institution. Maybe I'm fooling myself, but my attitude at this point is that my school is not the most facilitative of my goals. So on the chance that I don't get in to any of my target transfers, I will by no means be devastated by making the most of my current situation.

I think I have arrived at a final set of criteria with which to make my list of transfers. Thank you to everyone who shared.

I'd like some opinions on another question, if you'll indulge me. For the transfer personal statement, will it be more advantageous to focus on a reasonably interesting story as to why I am where I am, or on the reasons I want to transfer, or should I give both a fair shake but neither its due?

@Wholigan: I think that your post is correct in most circumstances, but not with respect to OP's current law school at which the top 15% grade-on to law review with no write-on requirement (others outside of the top 15% can attempt to write-on, however). Additionally, about 25% of the entire class (not just 25% of the class' law review members) become law review editors.
With respect to liklihood of a Federal Court clerkship or State Supreme Court clerkship, the liklihood for the number one ranked law student at this law school is very high.

P.S. An interesting aspect of this law school's law review is that transfer students in the top 15% of the class at their former law school also grade-on to the new school's law review.
