Hello,
What would be the best reach schools that I can get accepted from having top 25% grades at 60's school...? Very strong soft (although it doesn't sound matter much for transfers). Any chance at T14?
Any input would be appreciated!

At top 25%, I doubt you will get in anywhere which would be an upgrade in terms of general career prospects. Probably not worth considering unless you are paying full tuition or want a different geographic area. Taking a quick look at transfer apps, highest schools you might have an outside chance at are probably W&L, Emory, W&M, UC Davis, UC Hastings, George Mason. Lower half of the T1 might be possible, but unlikely to be worthwhile.

Top 25% really isn't sufficient for a meaningful transfer.

Two exceptions: First, if you're top 25 percent at CCN trying to get to Y to help with academia prospects (and I'm not even sure top 25 percent is good enough for that). Obviously not applicable here. Second, transferring into your target market. Even a lateral transfer might be worth it for this. But this doesn't sound like it's the case for you.
Top 25 percent at a T60? Transferring doesn't sound like it's going to help with anything. Probably a better use of time scrambling for employment opportunities than thinking about transfer dreams.
