Transferring due to $

Generally, is transferring back to your home state in order to receive in-state tuition a legitimate reason to transfer? In other words, would this generally be okay as a reason to cite why you want to transfer on a personal statement?

You can mention it as a benefit but do not cite it as your main reason.
You should cite the Law programs' strengths, why its a good fit for your academic goals, what you can bring to the school, why you like the location, etc. The cost can be mentioned but I would cite other reasons as higher on my priority list.
