It REALLY is very much on a case by case basis. Decisions are NOT rolling. So it's not like you send in your deposit and 3 weeks later you get an answer. I sent in my deposit in 2012 (ED) and got in in March. But I know another ED'r who has not gotten an answer. Just wondering. I have a unique situation going on, where I accepted with another employer (public interest) but didn't find housing yet (intentional). Luckily, my PI employer and SEO market are in the same city. I probably won't do my housing search until I can get an answer from SEO.
So if you haven't been accepted, you still could be. They are just waiting for everyone to send in their deposits.
