Stupid Question about NALP forms

So I realize I am an idiot but I cannot figure out the NALP forms. Which figures reflect how many offers were made to summer associates? For example, here is the NALP form for Skadden NY. Where do I look!


LAWYERS 2015 Prior SA 2016 Prior SA 2017 expected
Entry-level 94 79 84 76 83

2Ls 105 11 91 7 101

Number of 2016 Summer 2Ls considered for associate offers 88
Number of offers made to summer 2L associates 88



I;m confused about why only 88 are considered for offers from the 91. Does that mean that 3 were not given offers or are the numbers totally different?
