I am very curious how rankings affect offers. For all of you CLB finalists and offerees, did you put CLB as your first spot ranking? I am beginning to regret my rankings.

The latter. AFAIK they don't make offers for particular sections.
Same anon as quoted. Got the offer on Friday via phone. I ranked Civil Division first and Commercial Litigation first within it. I also interviewed for Torts (ranked second within Civil) but was not a Finalist for that branch.

Has anyone heard back about references being checked or given offers for EOIR, besides OCIJ? (i.e. BIA, OGC, OCHAO)

No references checked. If you are comfortable saying have you received an offer with the honors program in a previous year. I was wondering if references might not be checked if that is the case.

I did not - here are my rankings:

Components / Offices of Interest: CIV - 1 ( CIV-APP - 1 , CIV-COMM - 2 , CIV-FEDP - 3 , TORT - 4 , CIV-CONS - 5 , OIL-APP - 6 , OIL-DC - 7 ) , FBI - 2 , NSD - 3

I only got a COMM interview from the formal component. I had IP Section and Fraud in the interview.
