That sounded like creating new positions and filling existing vacancies, not clear how it applies to accepted offers/HP offers

My impression: Spicer made it seem like it was just a freeze going forward. But he didn't specifically mention retroactivity one way or another. Hopefully he gets pressed on this

So we are trusting Spicer at his word?

If some one gets a copy of the order PLEASE POST

For those of us slated for independent agencies, there's at least some room to suspect they may just say "no" if asked to rescind.

Word on the hill is that this is probably not retroactive but applies only to new and current openings. That's not confirmed though.

Has there been any confirmation that public health/safety is included and, if so, how they are defining those terms?

As far as DOJ is concerned, my hunch is they will keep hiring in most divisions at except for Civil Rights Division. Sessions wants to vigorously enforce federal law, kinda hard to do that without sufficient federal prosecutors. CRD will probably look like it did under Bush, only weaker.

Not insignificant chance that this turns out to literally end my legal career so there's that.

Job offers with start dates have gone out in the last couple weeks. My intuition is that offices have been briefed w/r/t what Trump team anticipated, but they're waiting on details just like the rest of us.

I interviewed a week ago with an agency who didn't expect any hiring freeze to affect their hiring. Looks like they were wrong. Really wanted that job, too.

You mean you spoke with them and they rescinded?

So offers extended before today are safe?

And can someone explain a little more about Schedule C?

As part of this freeze, no vacant positions existing at noon on January 22, 2017, may be filled . . . This hiring freeze applies to all executive departments and agencies regardless of the sources of their operational and programmatic funding, excepting military personnel.

I'm reading this as if you haven't been offered a position under the executive branch, you're SOL.
