I interviewed with NYC Willkie and Bracewell, as well as Texas offices for both of those firms.

How far above my GPA should I target with the top of my bid list? Firms with medians below my GPA should go further down on my list, right?

Just echoing that it would be crazy not to do the NYC job fair. Not that many people do it and a ton of firms go and will fill their slots either way, and you'll get in front of a lot of firms you normally wouldn't get the chance to. I'd also advise mass mailing the new york offices that do not attend the job fair and do not recruit UT otherwise a week or two in advance, and mention in your email that you'll be coming to New York for x dates.

For firms that invite you to rank offices, should I actually do that, or should I pick my favorite and roll with only that one?

I ranked.

When I went to check my interview room location at CSO there were lists of all interviews and their preferred location, and just about everyone had listed multiple offices. Just one experience, so take it as you will.
