Switching IBR to PAYE

Hi all. I graduated in 2014 and enrolled in IBR. I now have a government/public service job and would like to switch to PAYE. I know they are considering a number of changes to PAYE, including combining your income with your spouse's for purposes of calculating monthly payments and possibly a cap on PSLF as well. Assuming they grandfather in old borrowers, will I be able to switch to PAYE without these new provisions affecting me because I have not taken out a new loan since 2014? Or will I be lumped in with new borrowers because I will be enrolling in PAYE in 2015? Thank you in advance.
