Who do you address the cover letter to if you can't find information on the recruiting hire, or general counsel, or any other leads, either because it's not on the site or because it's such a huge corporation (ie: Amazon)?

Sometimes you can call and ask a receptionist to whom an application should be addressed. Otherwise 'Dear Recruiting Committee Members' (or Hiring Committee) might be ok. Don't use 'To Whom It May Concern.'

"Dear Hiring Manager:" works well.

I used "Dear Hiring Coordinator." Definitely don't use "To Whom It May Concern."

"Dear Sir or Madam" is always a safe bet.

I usually look for someone that might be an appropriate person. For example, if no recruiting person at firm, I go with Managing Partner of office. The idea of saying something along the lines of Dear (Title) strikes me personally wrong. So in such situations I usually just start with the body of the message.
"I am bla bla."
