OCI costs money to run (even if the firms are paying for their own suites, CSO's still need to get space for their own on-site operations and to pay overtime to the employees who spend the entire week basically living at the hotel).

Plus, if firms are willing to pay (which they apparently are), it's a better way to fund CSO operations than raising your tuition.
