how to show ties to secondary market in cover letter
I am a 3L attending law school in NYC and I am currently mass-mailing firms at Chicago. The only tie I have to the city is that my fiance is from Chicago and resides there. I am wondering if putting in my cover letter that "working as an associate in your firm will allow me to pursue my interest in the field of corporate law and learn what it is like to be an associate at a top corporate law firm in the city where my fiancé resides." would be enough of a tie?

I would just put it all out there. After explaining why you like that specific firm...
"Additionally, I [strongly prefer/am exclusively interested in] Chicago because my fiancé lives and works there."
And yes, S/O in the city is the most compelling tie; you presumably need to live in the same city as your S/O (eventually) whereas you may never return to your hometown.
