When is the appropriate time to apply for these firms? Any other advice welcome

Midsized firms at my school either participated in OCI or posted on Simplicity all throughout the fall. Their hiring timelines will vary. I would make a list of the firms in the region you would like to work for and contact the person in charge of recruiting.
Midsized firms will sometimes also hire through the spring, but I would start reaching out to people now. If there is not a person in charge of recruiting, try to meet with an alum in the firm and get a feel for what their hiring needs might be like.
