Still Apply If Not Quite Top Third?

I know most federal agencies require top third. But, is it still worth it to apply for an internship or job if you're close to top third but not quite (say top 35-40%)? Are agencies ever flexible with the top third requirement?

Of course. Those are just guidelines, not hard cutoffs.
