So...I was .1 below the top 10% with law review at a Cali T2 school and got into UCLA as a transfer. UCLA does not rank. GPA 3.72 at old school. Do I have to put my rank (ugh..top 15%...) on my resume for OCI at UCLA? Many of the bids only require your resume and not an official transcript. Should I put both rank and gpa?

I would put only GPA. If they ask say approx top 11%. I transferred last year and put only my class rank from my previous school. If someone asked my GPA I told them. I came from a school with a harsh curve so I figured putting my GPA would look worse than not having it.
