No. By the time they open up for questions, it's towards the end of the interview. You will already have been talking for a while, so it would be weird to make "opening remarks." I guess you could thank them as you leave: "Thanks for your time" or something. The more realxed/natural the interview, the better your chances are.

If I were interviewing you, and you started off with opening remarks, I'd asp you to leave.
