Weird Email From Firm

So I emailed a firm about 3L hiring, and got the standard "we aren't sure yet but if you send us a resume, we'll keep it on file" answer. So I sent them one, maybe 6-7 weeks ago, and I just randomly got an email from HR asking me to fill out an EEO form with no explanation.

Any thoughts? Should I email the HR lady and ask why now? Or just fill it out and go back to crickets chirping?

I've gotten this before and unfortunately it is not correlated one iota with the likelihood of getting an interview...that is, it is only for the firm's own purposes of keeping track of the numbers of men/women, black/white/asian, etc that apply. My cynical interpretation is that they do it so if they are ever sued for discriminating in hiring on the basis of a protected class, they can point to this data and say, see, only 4% of the applicant pool was black and that's why only 3% of our attorneys are black.

You can fill it out if you want but don't feel obligated to do so.

Yup. I've gotten them even after getting dinged.

Agreed. I've gotten so many of these post-rejection or at the time of application.
