At FTC Bureau of Consumer Protection it's a lot fewer, maybe 2-3 out of 16-20 summers. BTW BC gave about 75% less offers than normal last summer because of budget cuts. They usually do give offers to most of the 8 or so, but only gave a few last summer. Don't know how it will be this summer.
