Some might disagree, but I think it's perfectly fine, even if it's a partner. A partner has even less time, and their time is even more valuable, so they might well prefer an e-mail to a pointless phone call. At the end of the day, if they really wanted you to call them back, they would have said so; saying to just call someone else to schedule your callback indicates that they didn't see a need to talk to you again themselves.
