Most 1L SA hires are for diversity purposes. But many firms do offer their 1L SAs.

I believe most diversity SAs are hired with the expectation to be offered because it's harder to recruit and retain diverse attorneys. So I think your statement might be misread as diversity SAs are not usually offered.
