how could attract people for my academic ?(from a judge)

I'm a judge in chinese court. I'm going to do some comparative law studies. for language limit, I need some foreign students who could help me. how could attract people to do it? afford fees or help finding jobs or teaching chinese law ? maybe communication by internet is best way!

I'm sure this is fake, but the helpful side of me says to contact law schools directly. Schools are interested in China right now, I'm sure a top school would jump on the chance.

Partner with a university in China that has ties to an American university with a law school. They will help you.
