OP here. Recently found out that Cleary's FIG group in NYC has exactly 1 associate. Does this suggest that there is a lot of upside for a junior in terms of substantive work? Or does it suggest that they don't want/need associates in the group?

It means their FIG is probably lacking work and that you won't have any assignments from it.
